Latency problem

I am playing from the Philippines and presently get better in-game pings without battleping to Elder Scrolls Online. A few months ago my normal pings to some West Coast servers was 142 and in-game was 210-220. The best I now get is 162 to WC servers and in-game is between 250 and 270ms. Without BP I now get 230-250ms This problem originally started 2-3 months ago and then settled to 145-146 on WC 7 a couple of weeks ago, but now has returned to the 162-165 range. I attached my IP config data. My public IP address is 120.29.100.105.
