Lots of lag

Just recently I've had massive lag on FFXIV on 24 man raid.

I was using Germany 4 then switched to Germany 8. Both were very very bad. I wonder what happened? did the server go down or something?

I tested my download and upload speed immediately and there was no issue from my side.

My screen is freezing and my skills are not even going.
